Regular Town Board Meeting

Sue Ann Bruce called the meeting to order.  The Pledge of Allegiance
was recited.  Roll call of officers was taken and all board members
were present:  Sue Ann Bruce – Chairperson, Scott Khalar – Supervisor,
Mike Trenda – Supervisor, Nora Anne Moss – Clerk, and Rose Graves –
Treasurer.  The Clerk verified that the meeting was published and
posted.  S. Khalar made a motion to accept the agenda.  M. Trenda
seconded the motion and motion carried.
M. Trenda made a motion to approve the minutes of the previous
meetings as written.  S. Khalar seconded the motion and motion carried
(April 10 and April 27).
Rudy Listing was in attendance to give an update on the cell tower for
Wisconsin Public Radio.  Ground is prepped, contract has been awarded,
and they are moving forward.  Equipment will be coming in and permits
will be obtained.  This project needs to be completed by fall to meet
their grant requirements.
ATV, warning and street signs were discussed.  S. Bruce obtained a
quote for the replacement of needed signs of approximately $3000 for
signs and posts.  This will be put on next month’s agenda for further
discussion/action.  This year’s priority is getting the stop signs
replaced.  
Discussion was held on advertising for the summer road projects.  As
soon we obtain an estimated cost for the projects, we will put out for
bids.  Specifics will be determined at our next meeting.
Discussion was held on the proposed Ambulance, EMS, and Fire Services
Agreement.    M. Trenda made a motion to accept this agreement.  S.
Khalar seconded the motion and the motion carried.  S. Bruce
abstained.
Members of the Town Plan Commission need to be re-appointed.  All plan
members will be reappointed to either a one, two or three year term to
expire April 30.  M. Trenda made a motion to approve the
reappointments.  S. Bruce seconded the motion and motion carried. 
Rose Graves commended Will Kiefer for doing an excellent job as
Chairman of the Commission.
Kathy Emons Liquor and Beer License renewal will be put on on next
month’s agenda due to some issues being taken care of with the state.
S. Khalar made a motion to approve Georgia Granfors Renewal Liquor and
Beer License.  M. Trenda seconded the motion and motion carried.
M. Trenda made a motion to designate Chippewa Valley Bank as the
town’s depository of funds.  S. Khalar seconded the motion and motion
carried.  Signature cards were signed.
S. Khalar gave the Equipment and Roads report.  The rented brusher is
broke again.  Roads are being patched, gravel is being placed and some
shouldering is being completed.  S. Bruce stated what she had learned
to keep Ross and Minnesuing Roads posted permanently (5 ton).  M.
Trenda made a motion to approve this posting.  S. Khalar seconded the
motion and motion carried.  Further discussion was held on this issue.
 M. Trenda made a motion rescind the previous motion.  S. Bruce
seconded the motion and motion carried.  The weight limit signs will
be removed from Minnesuing and Ross Roads.
Road permits will be discussed next month.  
M. Trenda had nothing to report for Grounds, Building and Recycling.
Larry Schaller gave the constable’s report of three calls.
Will Kiefer gave the Cemetery Report of one cremation burial.   
Seedlings have been planted.  The cemetery is in excellent shape.  
Will Kiefer gave the Plan Commission Report.  He gave a summary of the
changes being put into place at the state and county level.  
Ron Cairns gave the Fire Department reports.  We did not get the FEMA
grant this year.  The Fire Department would like to change the way the
stipends are disbursed.  This would enable fire department members to
be compensated for other duties that are done.  M. Trenda made a
motion to approve this revision.  S. Khalar seconded the motion and
motion carried.  The clerk requested an updated copy of the by-laws. 
Be Somebody is being held on Friday, May 18, 2012.  S. Khalar made a
motion to approve the fire department’s disbursement requests.  M.
Trenda seconded the motion and motion carried.
Appointing a fire inspector is done by the Fire Chief and this will be
done at a later date.
M. Trenda made a motion to approve this month’s disbursements.  S.
Khalar seconded the motion and motion carried.
Rose Graves gave the Treasurer’s Report.   S. Khalar made a motion to
accept this report.  M. Trenda seconded the motion and motion
carried.
	Beginning Balance:	$109,579.98
	Total Receipts:		$  79,549.58
	Total Disbursements:	$  24,851.28
	Ending Balance:		$164,278.28

The next Regular Town Board Meeting will be Tuesday, June 12, 2012 at
7:00 p.m. at the Highland Town Hall.

M. Trenda made a motion to adjourn the meeting.  S. Khalar seconded
the motion and motion carried.
