April 13, 2009 Regular Town Board Meeting

Regular Board Meeting
April 13, 2009

Janice Johnson called the meeting to order and the Pledge of
Allegiance was recited.  Roll call of officers was taken and all were
present except for the Clerk who arrived 10 minutes later.  It was
verified that the meeting was posted.

Sherrie Craft made a motion to accept the minutes as written.  Scott
Khalar seconded the motion and motion carried.

Scott made a motion to approve the Treasurer’s Report read by Rose
Graves.  Sherrie seconded the motion and motion carried.
	Beginning Balance:		$126,334.73
	Total Receipts:		$    1,222.36
	Total Disbursements:	$  68,538.72
	Ending Balance:		$   59,018.37

Sherrie made a motion to approve the disbursement requests.  Scott
seconded the motion and motion carried.

There were no county representatives present.

Dawn Ross submitted to the board grant requests she would like to
apply for to benefit the Fire Department/EMS.  Sherrie made a motion
to approve these requests.  Scott seconded the motion and motion
carried.   American Family Ins - $1,000; Murphy Oil -  $6,866.19;
Enbridge - $700; East Central Energy - $5,903.16; Bernick’s Foundation
- $4,500; and St. Lukes foundation - $4,500.

Todd Carlson gave the Fire Department Report of 1 Fire Mutual Aid
Structure.  He stated that the new engine chassis has arrived at
Kenworth.   He requested FEMA funds to pay Kenworth, but it was
denied.  A Bond has been issued by Stainless and the request was
resubmitted.  There has been a change in the way payment is received
and we will only be able to receive 25% of the grant amount at this
time.  Discussion was held on whether to pay Kenworth the difference
from what the town receives from FEMA at this time and what we owe
Kenworth.  Sherrie made a motion for the clerk to issue payment to
Kenworth for the total amount due after the town has received the
initial payment from FEMA and after the clerk has received copies of
the correspondence from FEMA.  Scott seconded the motion and motion
carried.

Todd also stated that he has hired the same grant writer used last
year to apply for another FEMA grant.  This grant request would
replace all the equipment on the new truck and it would become a Class
A engine.  The town’s portion would be 5%.  The grant writer’s cost is
$550.

There will be a Chili Cook Off held at the Gopher Hole to coincide
with the Be Somebody Campaign.  This will be May 15th and open to the
public.  Fifty dollars has been donated as the top prize.  Kathy Emons
stated she has also received cash contributions to be used as prize
money.

Fire Inspections have been completed for the first half of the year.

Scott reported that there were a few minor breakdowns on the
equipment.  A Road Inspection Meeting was set for Wednesday, April 22,
2009 at 8:00 a.m. at the Highland Town Garage.

Sherrie reported that the man door in the Fire Hall is out of
adjustment.  She will see that this is fixed.

The Constable reported no call outs, 3 phone call relating to the new
ordinance.

Willard Kiefer was not in attendance.  No cemetery report available at
this time.

Sue Ann Bruce gave the Comprehensive Planning Committee report. 
Discussion was held on the proper sequence of events for creating a
Planning Commission and approving the Comprehensive Plan.  Janice
stated she would like to see items highlighted that are stricter
requirements that what the County currently has.  When the Plan is
available for review further discussion will be held.

Sherrie made a motion to recognize Alice Wincek for her years of
services as an election worker.  She is retiring.  Scott seconded the
motion and motion carried.

The Ordinance to create a Town Planning Commission was discussed and
tabled until further information is available.

Scott made a motion to advertise the old fire truck for sale on bids. 
Sherrie seconded the motion and motion carried.  The minimum bid will
be $500 and the clerk will publish the notice in the Daily Telegram
twice and the Northwoods Shopper twice.  Bids will be due on Friday,
May 8, 2009 in the clerk’s office and will be opened at the May
Regular Board Meeting.  The Town Board reserves the right to reject
any and/or all bids.

Oaths of Offices were signed by all returning officers.  Election
results were read.

There was no old business.  

Dawn said there is a road sign missing from Oakdale.  A new one will
be ordered.

Dawn Ross submitted a proposal to create an officer position of an EMS
Director.  She included an outline of the position.  This will be put
on the agenda for the May Board Meeting to be discussed further and
possibly acted on.

Bob Marcuk discussed the hydrant pipe being too high in the water in
Murray Lake.  Todd will check it out and see what needs to be done.

The Annual Meeting will be held tomorrow night, Tuesday, April 14,
2009 at 7:00 p.m. at the Highland Town Hall.  The next Regular Town
Board Meeting will be held Monday, May 11, 2009 also at the Town
Hall.

Sherrie made a motion to adjourn the meeting.  Scott seconded the
motion and motion carried.
