HIGHLAND FIRE DEPARTMENT
MEETING MINUTES
April 1, 2008
Members present: John Prohaska, Sherrie Craft, Todd Carlson, Matt
Carlson, Tom Renz, Ron Cairns, Bob Johnson, Ken Wilk, Mary Davidson,
Dawn Ross, Mike Ross, Kally Ross, Deanna Welhaven, Jake Meline and
Marvin Landreth.
6:55 pm the meeting was called to order by Chief John Prohaska.
Minutes from the last meeting were given to members. Motion to
accept minutes made by Matt and seconded by Marvin. Motion carried.
Treasurer’s Report was given. Motion to accept the report made by
Deanna and seconded By Matt. Motion carried.
Fire Association Meetings: Douglas County – We hosted the meeting
here at the hall. John, Todd, Sherrie and Ron attended. The “Be
Somebody” commercials were discussed again. Sherrie gave the $100
donation for the commercials from both Barnes Ambulance and Highland
Fire Dept. It was suggested by John that the Association try to get
Michael Perry, author of “Population 485”, to narrate the spots. It
was decided that Sherrie would make the contact since she is the only
one that has talked with him before.
The new regulations for applying for FEMA Grants were discussed. ICS
100 & 200, Fire 1 and Driver Operator are required training for
departments applying. Our FEMA Grant has been looked over by the town
board and is ready to be submitted.
The new regulations concerning DNR burning permits was discussed.
Committee Report: Truck – Town Board is making their decision at the
next meeting on April 14th.
Fire/EMS Report: 1 Medical – Hip pain, 1 Fire - Chimney
Old Business: The personal inventories need to be completed before
the end of the week so that a report can be created and
turned in to the Town Board.
Ron stated that the brush truck is almost ready to be put into
service. The hose reel just needs to be connected to the tank.
Todd would like to mount lights on the rear corners because the hose
reel covers the light bar from the rear. We would need a power
supply and the lights wired into the system. The box light also
needs to be installed. An auto eject for the power cord to the truck
was also discussed. We need to find space on the brush truck
for the small portable pump. The suction for it needs to be
ordered. Remember when driving the truck to come into corners
easy. Truck maintenance was discussed. Ken and Marvin said that the
synthetic oil should work fine in the trucks and would save money and
increase the life of the engines. John will meet with Marvin and Ken
to set up a plan.
New Business: Combi Tube Training is set for Tuesday, May 13th at
6pm here at the hall.
We have a new member joining us. Mary Davidson has served on the
Delaware City Fire Dept and now joins us. Welcome Mary.
A committee has been formed to look at holding a benefit for Brittany
Cosmos to help with hospital costs. Todd is the chairman for
committee. Brenda Johnson is going to help with the plans since she
knows of some good bands that may be willing to donate their time.
Future meetings will be announced.
Marvin brought up the information regarding civilian CPR. It is
being taught as doing just compressions and not giving rescue breaths.
Remember this is just for those who are not medically trained.
Tom Renz asked for the floor under Robert’s Rules of Order, Section
1, Paragraph 3.
Before the nominations are held, Tom would like to get issues out
that are facing all of us in the department. He wants everyone to
voice their problems and concerns so that they can be answered and
dealt with openly and honestly and with facts, not the rumors that
have been passed along. John asked the membership why when they have
had issues or problems that they had not come to him or another
officer. Rumors had started and the truth has become much distorted,
causing unrest within the department. Todd has been approached about
running for chief. Todd stated that he doesn’t want the job and wants
to remain friends with everyone involved. Some worries that were
conveyed to him are working with the town board and mutual aid
departments. A long discussion was held among the members. The
meeting was then resumed.
John opened the nominations for Fire Chief. Ron Cairns nominated
Todd Carlson. Todd accepted the nomination. Dawn Ross nominated
Sherrie Craft. Sherrie declined the nomination. Jake Meline
nominated John Prohaska. Kally seconded the nomination. John
accepted the nomination. Nominations were called for three times. No
other nominations were made. Tom motioned that the nominations be
closed. Ken seconded the motion. Motion carried.
Ballots are to be mailed to the Town Clerk and opened at the May 6th
meeting. At that time nominations for Assistant Chief and
Secretary/Treasurer will be made. All positions become effective June
3rd. The Chief will need to go before the Town Board for approval and
to be sworn in at the June 9th board meeting.
Motion made by Deanna and seconded by Kally to adjourn. Motion
carried.
Training will be Tuesday, April 15, 2008 @ 6:30pm at the fire hall.
