April 2, 2008 Committee Meeting
Meeting was called to order by Willard Kiefer at 7:00 p.m. Minutes were read and approved by the committee. Ron Stone has accepted to join the Comprehensive Planning Committee. He is unable to attend the April meeting. There were no Sign ups from the March Town Board Meeting from the public. Discussion continued on the Public Participation Plan Reference to page 7, local libraries. Local Libraries must be included in the plan and will be covered by NWRPC. Discussion continued with concerns that the plan was too long. Committee concluded the discussion with agreement on the corrections/changes of the plan. If the town passes the plan, the Town of Highland has met their requirement. Janice will present and read the resolution to change from town powers to village powers at the April 8, 2008 Annual Meeting for approval by the town electors. Willard will present the Public Participation Plan to the Board at the Town Board Meeting on April 14, 2008 for board approval. Discussion on the transportation profile. SueAnn will type up a draft of the transportation profile for May meeting. Willard requested that the committee review background information of county and townships for questions and comments to help develop and complete policy documents and discussion at the May meeting. Members were also asked to look at and review Housing and Economic Development Profile and to come prepared to set goals, objectives, and policies. This will prepare the committee for Mike to attend the June Meeting.
