HIGHLAND VOLUNTEER FIRE DEPARTMENT
MEETING MINUTES July 7, 2009
Members present; Ron, Mike, Dawn, Marvin, Jussy, Melanie, Ken, Deanna,
Sherrie, Todd, Misty, Jeremy, Tom.
Meeting called to order at 1940 following EMS training.
Motion to accept minutes from June 2nd, 2009- Marvin & Ken
Secretary report; None.
Treasurer Report; Supplies budget remaining=$6674.01
EMS Supplies budget =$ 1,769.29
($604.57 Wal-Mart grant remaining)

Motion to accept Treasure’s report- Marvin & Justine- all favored the
motion.
Fire Association Meeting; Brule June 15th- attended by Ron, Mike,
Dawn- Reviewed Assn Banquet held in Superior- lost $400.00- looking
for ideas to make it a better event—get a hold of Keith. B.Somebody
presentation by Dawn-reviewed cost/sponsors/runners- develop the team
with the Be Somebody campaign in Brule- communication required.
Alerted to Sky Lanterns- paper Mache lanterns with candles in middle
that float in the air – evidence to protect if found at a wild land
fire.
Fire/EMS Reports; Two EMS calls; EMS with Barnes Ambulance mutual aid,
EMS mutual aid to assist Barnes Ambulance with air medical- LZ at
Degerman Field.
Grant Committee Report; Enbridge Grant submitted for $700- SAR
equipment and Training funds. Low Angle Training and equipment bids
were being sought for Murphy Oil community grant.
Fundraising committee reports; Polar Plunge fundraiser suggested- need
volunteers to be on the committee.
Old Business; Ron notified by grant writer that he was never paid for
writing FEMA grant- Annie sending payment.
DNRGrant-50/50- submitted for 5 yellow shirts, 16 pants, Base Radio
(50/50). $Sherrie noted $2,000 approved by board- needs to be
approved/amended by board per Ron.
OJA- none.
New Pumper- receive the end of July.
New Gold Cross Rescue- in service- lettering done by Ron and Marvin.
Old Rescue- out of service-fuel and oil leak- boards decision to sell
the Rescue.
Town Board requested tower and lap-top to be cleaned- files corrupted-
few files retrieved- no training records for audit.
Wild land equipment in- 4 helmets and 4 goggles- DJ needs helmet.
Helmet fronts are in- Misty needs a front.
EMS equipment in and being used.
Office supplies in and being used.
New Business; Chain of command is to be used. State of WI audit
requires an established chain of command . ALL MEMBERS WILL USE THE
CHAIN OF COMMAND. Start at the lowest officer and follow it up the
chain.
Occupational Health and Safety Committee- 3 members, 3 non-members,
Chief , Safety Officer, George Kornstad, Willard Keifer, asked Andy
Moss, Larry Schaller, and Dorreen Schaller.
WI Audit- Scott Amacher to visit in 2 weeks- members read the
following violations;
-Safety Officer Position needs to be appointed
-Occupational Safety & Health Committee needs to be formed.
-Yearly Training program
-Members requiring Live Burn certificates-members on fire ground
improperly trained-liability!!
-Respiratory Protection Program not in place.
-Fit Testing not done annually.
-Health Screen
-Member Assistance Program
Members informed by Dawn that this audit does not cover EMS
administration- friendly audit requested from WI EMS- this Fall.
Safety Officer – no fire entry on fire ground- can appoint another to
take their place if needed for fire attack.
Members Assistance Program reviewed with members- St Luke’s contract
covers needs but expensive- need per Comm.. 30- Dawn will review with
Holden Insurance- will contact Arrowhead for membership status- none
found at this time- need Blood Borne Pathogen training.
Captain Marvin read Webster’s “Who We Are” and handed out chain of
command assignments to all members- officers will be posted on the
bulletin board. All Lieutenants answer to Marvin. Marvin requested
each Lieutenant to develop teams.
June 16th training night review- Vehicle extrication with patients in
rain storm simulation- Poplar Auto donated vehicle – Town of Superior
put on the training. Would come back to do a multiple vehicle
training.
Mutual Aid with Barnes Fire agreement will be reviewed with the
board.
Agreement for Barnes Ambulance Service contract will be reviewed by
the board. Possible closed session meeting with board to agree on
cost of service for Highland coverage.
Mike and Ron proposed amendments to By-Laws that cover restructure of
membership, voting, and appointing of Chiefs to be the responsibility
of the Board members. Membership agreed to table the proposed
amendments until August 4th meeting- Board review will be on August
10th.
Mike asked for July training review with suggestions from membership.
Mike Herrmann contacted with house to burn on Peterson Road in
Highland- Marvin and Mike assessed.
Mike Ross- assigned as Fire Training Officer – all Highland equipment
is to be brought to July 21st training for inventory and inspection-
requested that all members need to have this completed within 60
days-to be done annually. Confidence course for members discussed as a
training.
DNR Pole- Bill Harvey with bucket equipment will assist in putting up
antenna. DNR mounting in 2 days. Correct equipment needed for pole not
available- Ron made emergency purchase of $360 for the antenna to be
ready for Bill Harvey- could have cost the department a lot of money-
caught in time.
ICS- 300- DNR July 22 &23- course available in Hayward.
ICS-400- Texas A &M training this Fall.
Review of WITC class payment responsibility form. Members agreed to
pay for future classes/training if they start and don’t finish or sign
up and don’t show. Chief discretion per accurrence.
Motion to implement made by Todd and Tom- all in favor.
Discussed a form with application requiring member’s signature
agreeing that if they start training and leave within a year they are
responsible to pay back all expenses accrued.
Motioned by Deanna and Tom- all in favor.
Live Burn Training this Saturday July 11th 8am-3pm- ALL members can
attend-show up.
Members reminded to check trucks and fuel levels- fill if needed-
don’t wait.
Addressed minors on fire grounds and untrained members- State requires
must be 18 years old and all must have completed a live burn training
before considered a fire fighter. Ron stated “keeping our kids safe”
and “our liability”. State clear with the audit that if member can’t
wear SCBA- not a fire fighter. Addressed Holden Insurance and Junior
Fire Fighter coverage- Todd stated Highland has coverage for Juniors.
