November 12, 2007 Regular Town Board Meeting
November 12, 2007 Janice Johnson called the meeting to order. The Pledge of Allegiance was recited. All board members were present. The Clerk verified that the meeting was published and posted. Janice Johnson appointed the Comprehensive Planning Committee as follows: Willard Kiefer (Chair), Sue Ann Bruce, George Kornstad, Bob Johnson and Sherry Amys. The minutes of the previous meeting were read. Sherrie Craft made a motion to accept the minutes. Scott Khalar seconded the motion. Motion carried. Rose Graves gave the Treasurer’s Report. Scott made a motion to accept the report. Sherrie seconded the motion. Motion carried. Tom Stewart was not in attendance. Steve Rannenberg from Doulgas County Zoning addressed the board and the public about the Comprehensive Plan progress. He commended the Town for being forward thinking and said he is willing to work closely with the committee to ensure they have all their questions answered. Sherrie made a motion to pay the town’s bills. Scott seconded it and motion carried. John Prohaska was absent due to another meeting. Sherrie gave the Fire Report of 2 medical calls, and 1 mutual aid chimney fire. She requested that an ad be placed in the Northwoods Shopper offering chimney cleaning equipment available for use to town residents with John being the contact person. Scott reported that the backhoe needs work on the emergency brake. Gravel has been put on Kelly Road. Scott explained that the tanker truck needs different tires. New ones would cost $920 while a set of used ones with 50% tread would cost $528. Janice made a motion to purchase the used tires. Sherrie seconded it and motion carried. Grounds and Building – sign has been put up as required that the town hall is a public meeting and polling place. Constable – Larry Schaller was absent. Doreen Schaller gave a report of 2 nuisance calls. Correct report is 1 nuisance call. Willard Kiefer stated no activity for the cemetery this month. Janice appointed two new members to the Tanker Truck Committee – George Kornstad and Marvin Landreth. She stated that specifications and quotes should be submitted to the board by the December board meeting before scheduling a meeting in January. The clerk gave a summary of what Town Web Designs does. The clerk stated that the company was willing to give the town a 50% discount due to the small size of Highland. The set up fee will be $500 and a monthly fee will be $25.00. The domain name fee is $10.00 a year. Once the website is set up, the clerk will update information and the $25 a month covers technical support and help with changing existing pages. Sherrie Craft expressed concerns with add on costs as well as the ability of the clerk to do the updating without additional costs. She also questioned whether the town would be able to move the website to another web hosting company. The Town would have to set up another website if that happens. Janice explained the resolution specifically allows town board supervision of the website with the clerk being the only authorized person to actually update and maintain information on the site. Janice Johnson made a motion to adopt the Resolution Authorizing a Municipal Website. Sherrie Craft seconded the motion. Motion Carried. No further business. The next Regular Town Board Meeting will be Monday, December 10, 2007, 7:00 p.m. at the Highland Town Hall. Sherrie made the motion to adjourn the meeting. Scott seconded it. Motion carried.
