Regular Town Board Meeting

Sue Ann Bruce called the meeting to order.  The Pledge of Allegiance
was recited.  Roll call of officers was taken.  All officers except
Scott Khalar – Supervisor were present.  Sue Ann Bruce – Chairperson,
Mike Trenda – Supervisor, Nora Anne Moss – Clerk and Rose Graves –
Treasurer.  The Clerk verified that the meeting was published and
posted. 

M. Trenda made a motion to accept the agenda.  S. Bruce seconded the
motion and motion carried. 

M. Trenda made a motion to approve the minutes as written from the
meetings on October 12th and October 19th.  S. Bruce seconded the
motion and motion carried.

Tom Stewart, County Representative was in attendance and gave a brief
statement regarding the county budget.  Marty Kasinskas, DNR was in
attendance and encouraged the board members and town residents to
continue working on the FireWise Grant and the FireWise Fun Day.  He
gave an update on the C.W.P.P.  Rudy Listing from the Education
Communications Board was present and gave a brief summary on the
process that will used to replace the existing tower out on Radio
Tower Road.   The only repeaters on that tower aside from WHSA are US
Border Patrol and SWL&P.  He stated if there was any interest in
anything else being installed to contact him.

Correspondence was reviewed.

The Resolution to Fix Nominal Payments for Volunteer Firefighters and
First Responders will not be needed.  Discussion was held on revising
the Fire Department By-Laws to allow increasing the stipends paid to
volunteers.  This will be discussed further and possibly acted upon at
the December meeting.

M. Trenda made a motion to continue the application process for the
Fire Wise Grant.  S. Bruce seconded the motion and motion carried.

M. Trenda made a motion to have CenturyLink install surge protectors
on the phone lines in the hall.  S. Bruce seconded the motion and
motion carried.  

S. Bruce stated that she had received an email from Tom Renz, Barnes
Ambulance Director, stating that as of December 31, 2010 at 11:59 p.m.
 Barnes Ambulance  will no longer be available for contract services
to the Town of Highland.  S. Bruce will contact T. Renz to gather more
information.

The late snowplowing request has been resolved and no action needed.

S.  Bruce made a motion to pay off the grader in December earlier than
scheduled.  M. Trenda seconded the motion and motion carried.

S. Bruce made a motion to put the item of increasing the Clerk’s
salary before the town electors at a Special Town Meeting to be held
at 7:00 p.m. on Tuesday, December 14, 2010.  Any increase in salary
would not go into effect until after the elections in April.  M.
Trenda seconded the motion and motion carried.

The new truck is here.  Minnesuing Road had been completed and the
shoulder work is done as well.  S. Bruce requested that more detailed
recycling information be posted on the boards as well as the website. 
The clerk will gather this information and update it accordingly.

Larry Schaller gave the Constable’s Report.  He stated that there have
been some break-ins and attempted break- ins in the south end of town.
 

There was no cemetery report, but it was noted that there was one
cremation burial.  S. Bruce stated that Douglas County was holding an
informational meeting on the GIS mapping system and she had further
information for anyone interested in attending.

R. Cairns gave the Fire Department Report.  He traded in the old chain
saw for a new one.  During the last storm he was unable to get the old
chain saw working.  The Fire Dues paperwork has been submitted.  He
also stated that someone responded to a car accident in Maple and
identified himself as a member of the Highland Fire Department.  R.
Cairns stated that this is being looked into as this person is no
longer a member of the department.

M. Tenda made a motion to approve the disbursement requests.  S. Bruce
seconded the motion and motion carried.  

M. Trenda made a motion to approve the Treasurer’s Report as read.  
S. Bruce seconded the motion and motion carried.

		Total Receipts:			$174,884.84
		Total Disbursements:		$156,300.67
		Ending Balance:			$107,523.74

There will be a Budget Hearing, Special Town Board Meeting, and a
Special Town Meeting all held on Thursday, November 18, 2010 at 6:00
p.m. at the Highland Town Hall.  The next Regular Town Board Meeting
will be held Tuesday, December 14, 2010 immediately following the
Special Town Meeting to be held at 7:00 p.m. at the Highland Town
Hall.

S. Bruce made a motion to adjourn the meeting.  M. Trenda seconded the
motion and motion carried.  Meeting was adjourned.
