October 9, 2008 Regular Town Board Meeting

Regular Town Board Meeting
October 9th, 2008

Janice Johnson called the meeting to order.  The Pledge of Allegiance
was recited.  All Board Members were present.  The Clerk verified that
the meeting was published and posted.

Sherrie Craft made a motion to accept the minutes from the previous
meeting as written.  Scott Khalar seconded the motion and motion
carried.

Rose Graves gave the Treasurer’s Report as follows:
Beginning Balance		$160,737.70
Total Receipts		$ 63,866.68
Total Disbursements	$ 55,012.41
Remaining Balance		$169,591.97
Scott made a motion to accept the Treasurer’s Report.  Sherrie
seconded the motion and motion carried.

Kelly Thimm (candidate for Douglas County Circuit Court Judge)
addressed the Board and the audience.  There were no county
representatives present.

Sherrie made a motion to pay the Town’s bills.  Scott seconded the
motion and motion carried.

Todd Carlson gave the Fire Department Report of 1 call. 

Scott gave the Equipment and Roads Report of some minor repairs work
completed and an issue of a road being torn up by loggers.  They will
pay for the repairs of the road.  

Sherrie gave the Grounds, Building and Recycling Report.  One overhead
door in the Fire Hall needs to be repaired and one needs to be
aligned.  Also, the lights outside are not working and an electrician
needs to be called.  There are also some light bulbs that need to be
replaced on the apparatus floor.  Rose stated that the phone in the
Recycling Shed does not appear to be working for incoming calls.   

The Constable had one call.  There was one cremation burial in
September.

Willard Kiefer gave the Comprehensive Planning Committee Report and
asked the Board for help completing a checklist of Utilities and
Community Facilities Assessment.

Don Kronberg asked if the Treasurer’s Report amounts could be included
in the written minutes.  Kathy Emons asked the Board and the Town for
support in her request for Douglas County to allow ATV access to her
business.

Scott made a motion to sign the E-911 Joint Powers Agreement with
Douglas County.  Sherrie seconded the motion and motion carried.

The Bids were opened for the new Pumper/Tanker Fire Truck to be
purchased with funds from the FEMA grant.  After much discussion as
the cost to the town being more than the 5% originally stated it was
decided that this will be discussed further at a special meeting to be
held October 23, 2008.  No decision was made.  Fire Truck Bids:  
Stuart Tank Sales 		$268,125.00
Stainless & Repair		$233,865.00
Darley Co			$271,036.00
Pierce Mftg.			$213,885.00

The next Regular Town Board Meeting will be Monday, November 10, 2008
7:00 p.m. at the Highland Town Hall.

Janice stated that the Board needs to convene into closed session as
required by State Statute 19.85(1)c to discuss a grievance filed by a
town employee.  Sherrie made a motion to convene into closed session. 
Scott seconded the motion and motion carried.  Votes were as follows: 
Scott-yes, Sherrie-yes, Janice-yes.  Janice stated that the Board may
vote to reconvene in open session following the closed session.

The Board convened into closed session.  The Board reconvened into
open session.  

Sherrie made a motion to have a reply sent to the union concerning the
employee grievance per the discussion held during closed session.

Sherrie made a motion to adjourn the meeting.  Scott seconded the
motion and motion carried.

Meeting was adjourned.
