September 14, 2009 Regular Town Board Meeting
Regular Town Board Meeting September 14, 2009 Janice Johnson called the meeting to order. The Pledge of Allegiance was recited. Roll call was taken. Janice Johnson (Chairperson), Scott Khalar (Supervisor), Sherrie Craft (Supervisor), Rose Graves (Treasurer) and Nora Anne Moss (Clerk) were all present. The Clerk verified that the meeting was published and posted. Don Kronberg and Kathy Emons addressed the Board during the Public Comment portion of the meeting. S. Craft made a motion to approve the minutes as written with two sentences regarding Todd having email communication regarding his reinstatement as fire chief deleted. S. Khalar seconded the motion and motion carried. Tom Stewart (County Representative) was in attendance and gave a report on the budget cuts at the county level due to budget cuts at the state level. S. Craft made a motion to change the night of the Regular Town Board Meetings to the second Tuesday of every month. S. Khalar seconded the motion and motion carried. S. Khalar gave the Equipment and Roads report. J. Johnson made a motion to approve the Board applying for a grant from Firewise to widen the roads where possible. S. Craft seconded the motion and motion carried. S. Craft gave the Buildings, Ground and Recycling Report. Larry Schaller gave the Constable’s Report of 1 dog call, 1 ATV nuisance call. Will Kiefer gave the Cemetery Report of no activity. W, Kiefer also gave the Comprehensive Plan Commission Report. A Public Hearing on the Comprehensive Plan will be held Thursday, October 29, 2009 at 7:00 p.m. at the Highland Town Hall. An Open House/Review will be held from 5:00 p.m. – 7:00 p.m. for the public to look at the draft plan prior to the Public Hearing. The Plan commission has passed a resolution that recommends the Town Board adopt the Comprehensive Plan. Mike Ross gave the Fire Department’s Report due to Ron Cairns being absent. There was 1 river rescue, 1 vehicle roll over, 1 lift assist and 1 medical call. Discussion and action on the Fire Department By Laws will be put on the October Agenda. He would also like to discuss using existing funds designated for the purchase of an ATV to be used for painting of the new rescue van. He introduced Gerald Nelson and asked that he be considered to become a Fire Department Member. This will be put on the October Agenda as well. He also stated that the fire truck has been slightly damaged while exiting the apparatus floor. Marvin Landreth repaired the truck at his own expense and time. Dawn Ross gave a report on the Grants and also on the recent state audit report of the golf scramble and raffle that was being held at the Gopher Hole. S. Khalar made a motion to approve the request from Dawn Ross for $19.21 for a Grant Writing Class. S. Craft seconded the motion and motion carried. S. Khalar made a motion to approve the purchase of ink cartridges for the fire department. S. Craft seconded the motion and motion carried. S. Craft made a motion to approve the disbursement requests. S. Khalar seconded the motion and motion carried. S. Khalar made a motion to approve the Treasurer’s Report as read. S. Craft seconded the motion and motion carried. Beginning Balance: 69,145.65 Total Receipts: 253,533.59 Total Disbursements: 203,661.35 Ending Balance: 119,017.89 S. Craft made a motion to put the old Fire Truck out on bids with the stipulation that it cannot be used as an emergency service vehicle due to FEMA regulations. S. Khalar seconded the motion and motion carried. The old rescue van will also be put out for bids with all bids due for both vehicles prior to the next Regular Town Board Meeting. There will be a Town Board Budget Workshop Meeting to be held Thursday, October 15, 2009 at 6:30 p.m. at the Town Hall. The next Regular Town Board Meeting will be held Tuesday, October 13, 2009 at 7:00 p.m. at the Highland Town Hall. S. Craft made a motion to adjourn the meeting. S. Khalar seconded the motion and motion carried. Meeting was adjourned.
