Willard called the meeting to order at 7:00.

Meeting noticed posted by Anne.

No corrections or additions to the agenda.

Minutes approved as read from the February 7, 2011 meeting.

New business:
A. Notice from Douglas County for a conditional use permit by the
State of
Wisconsin Educational Communication Board to construct a new
transmitting tower in 
the leased parcel of 2 acres in the NE¼ SW ¼, S13, T46NR10W,
Highland township.
Discussion: Steve Bauder from the Educational Communications Board
explained to the 
commission that the request was to replace the 60 year old tower with
a new tower of the 
same height and somewhat less invasive 100 feet at the top of the
tower.
Willard contacted the adjacent property owners Paul Omberg and Gregg
Johnson. 
No objection to replacing the tower.
Douglas County Zoning requires a conditional use permit for all
towers
constructed in F1.
George made a motion that the plan commission make a recommendation to
the town
board to allow the conditional use permit for replacing the old tower.
Mark second the 
motion, motion carried.

B. Notice from Douglas County for a variance to construct an addition
to a cabin within 
the 125 foot setback from the OHWM at 14321 E Catherine Road, Lot 7,
Block 1, 
Susitna Subdivision, Sec 36, T45N R10W, Town of Highland.
Discussion: Kevin and Deb explained to the commission their plans.
They had a site plan 
and location map available for the commission to review.
After much discussion and review the commission decided that this
would NOT set a 
precedent for future applications by that all applications need to be
looked at “case by 
case”.
Mark mad a motion that the commission make a recommendation to the
board to allow 
the variance to construct addition to a cabin at 14321 E Catherine
Road, owners
Kevin and Deb Conley. George second, motion carried.

Commission also discussed that if the Highland Town board accepts the
recommendation 
to allow the variance for Kevin and Deb Conley that they also approve
a conditional use 
permit for a year round residence.
Douglas County Zoning requires a conditional use permit for a year
round residence in 
the RR-1 zoning.
Rose made a recommendation for approval of a conditional use permit
for a year round 
residence for Kevin and Deb Conley, Mark second motion carried.

George made a motion to adjourn, Mark second.
Motion carried.

Meeting adjourned at 8:10.
