Proposed Resolution to Propose Exceeding Levy Limits

This will be on the agenda for the October 9th Board Meeting.    If the Board approves this, it will go to a Special Meeting of the Electors in November.  More information will be available at the October 9th Meeting at 7:00 at the Highland Town Hall.

Resolution of the Highland Town Board to Propose Exceeding Levy Limits

Whereas, the State of Wisconsin has adopted levy limits on town, village, city and county levies for 2018 and thereafter under s. 66.0602 of Wis. Statutes;

Whereas, s. 66.0602 of Wis. Statutes limits the allowable local levy for 2019 to a percentage increase of no more than the greater of (a) 0% of the 2018 payable 2019 adjusted actual levy as calculated under the state’s levy limit law* or (b) a percentage equal to the percent change in equalized value due to net new construction; which for the Town of Highland  is 0.655 percent;

Whereas, the Town Board of the Town of Highland, Douglas County believes that for the 2018 tax levy (collected in 2019)  it is in the town’s best interest to exceed the state levy limit as described above by a greater percentage than 0.655.

Whereas, the Town of Highland 2018 payable 2019 adjusted actual levy is $174,203; And further whereas the state law would limit the increase to $1,001 for an allowable town tax levy of $175,204 before adjustments, for 2018, collected in 2019. (The Town’s allowable levy is further reduced by $139.64 for 2019 Personal Property Aid).

Now Therefore the Town Board of the Town of Highland, Douglas County does hereby resolve and order as follows:

  1. The town board supports an increase in the town tax levy for 2018 that will exceed the state levy limit.
  2. The town board directs that the question of increasing the town tax levy for 2018 (to be collected in 2019) by 17.12 percent, which would increase the town levy by $30,000 for a total town tax levy of $ 205,204 shall be placed on the agenda for the special town meeting to be held on __________________, 2018.
