GENERAL ELECTION
Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot. A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 10 consecutive days before the election. The elector must also be registered to vote in order to receive an absentee ballot. Proof of identification must be provided before an absentee ballot may be issued.
You must make a request for an absentee ballot in writing.
Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or general election or both. You may also submit a written request in the form of a letter. Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature. You may make application for an absentee ballot by mail or in person.

The deadline for making application to receive an absentee ballot by mail is: Thursday, November 1, 2018.
Note: Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror. If this applies to you, contact your municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

No in-person absentee voting may occur on the day before the election.
The municipal clerk will deliver voted ballots returned on or before Election Day to the proper polling place or counting location before the polls close on November 6, 2018. Any ballots received after the polls close will not be counted.
You may request and vote an absentee ballot in the clerk’s office, or other specified location, during the days and hours listed below for casting an absentee ballot in person.

Town Plan Commission
There will be a Town Plan Commission Meeting on Tuesday, October 9, 2018 at 6:30 p.m. at the Highland Town Hall. Item for discussion will be the Petition to Rezone from Neal Hessen from F-1 to RR-1. 7544 S Castle Road.
Proposed Resolution to Propose Exceeding Levy Limits
This will be on the agenda for the October 9th Board Meeting. If the Board approves this, it will go to a Special Meeting of the Electors in November. More information will be available at the October 9th Meeting at 7:00 at the Highland Town Hall.
Resolution of the Highland Town Board to Propose Exceeding Levy Limits
Whereas, the State of Wisconsin has adopted levy limits on town, village, city and county levies for 2018 and thereafter under s. 66.0602 of Wis. Statutes;
Whereas, s. 66.0602 of Wis. Statutes limits the allowable local levy for 2019 to a percentage increase of no more than the greater of (a) 0% of the 2018 payable 2019 adjusted actual levy as calculated under the state’s levy limit law* or (b) a percentage equal to the percent change in equalized value due to net new construction; which for the Town of Highland is 0.655 percent;
Whereas, the Town Board of the Town of Highland, Douglas County believes that for the 2018 tax levy (collected in 2019) it is in the town’s best interest to exceed the state levy limit as described above by a greater percentage than 0.655.
Whereas, the Town of Highland 2018 payable 2019 adjusted actual levy is $174,203; And further whereas the state law would limit the increase to $1,001 for an allowable town tax levy of $175,204 before adjustments, for 2018, collected in 2019. (The Town’s allowable levy is further reduced by $139.64 for 2019 Personal Property Aid).
Now Therefore the Town Board of the Town of Highland, Douglas County does hereby resolve and order as follows:
- The town board supports an increase in the town tax levy for 2018 that will exceed the state levy limit.
- The town board directs that the question of increasing the town tax levy for 2018 (to be collected in 2019) by 17.12 percent, which would increase the town levy by $30,000 for a total town tax levy of $ 205,204 shall be placed on the agenda for the special town meeting to be held on __________________, 2018.

Request for Bids for placement of Gravel
NOTICE
The Town of Highland is requesting bids for the placement of gravel on the following road segments. Each segment to be bid separately. Gravel needs to be placed prior to the road being pulverized by outside contractor (to be determined). After road is pulverized, gravel supplier will need to return to compact and shape the road. Gravel needs to be 4” finish compacted. Project needs to be coordinated with the pulverizing contractor with a final completion date of October 31, 2018.
